The City of Sydney has made carbon emission reductions a key priority with targets of energy and water consumption reductions of 70% and 30% respectively by 2030. Showing leadership, the City Council called for expressions of interest late last year for the retrofitting of 44 Major Buildings.

As with most urban areas, building stock accounts for about half the carbon emissions and water use of city. The City's Chief Development Officer for Energy and Climate Change, Mr. Allan Jones MBE was quoted in a call to action:

“Early action is crucial if the City is to deliver on its greenhouse gas emission reduction targets, and set an example for other large commercial and residential building owners”

Tax and Funding now easier for retrofitting

The City the NSW government has also amended the Local Government Act 1993, removing two key blocks to funding a building retrofit.

  • An environmental upgrade loan to be directly attached to the property, to be repaid via an agreed extra council rate.
  • Split incentives – meaning a portion of the retrofit cost, that will benefit the tenant can be passed on

Mirroring similar legislation that is enabling the Melbourne 1200 Buildings program, property experts predict this has the potential to unlock more than $2bn investment in the Sydney market.
